A significant document adopted by the adjourned Parliament was the State Policy on Railway. Several rail line destinations were approved for the establishment under the Policy. 1100 km railway in total will be built within two years.

The Ministry of Roads, Transportation, Construction and Urban Development supports local production through the establishment of a railroad concrete factory at Khutul Village. The new factory was planned to be built next to the Khutul Cement and Concrete Factory and its feasibility study is complete.

The new railroad cement factory will be owned and managed by the state and it will belong to the State Property Committee. The factory will manufacture concrete support for the planned 1100 km railroad.
