Renewed National Security Concepts of Mongolia Passed Print E-mail

The Parliament of Mongolia passed the renewed National Security Concept of Mongolia at its plenary session on July 15, 2010.
The first democratic National Security Concepts of Mongolia was adopted by the Parliament of Mongolia sixteen years ago. The concept strengthened the views of the new Constitution of Mongolia and for the first time declared the ideal of supremacy of basic national interests in policies and actions to ensure national security.

Moreover, the Concepts provided for the comprehensiveness of national security and have become the vital leverage of the state policy to realize national security.

Over the past years, the external and internal environments of the national security of Mongolia have rapidly changed, while the nature and sources of threats have become multifaceted and intricate. There have been big changes in relations and balance of power between and among big powers - the main factors to determine the world order. Furthermore, rivalry in political, economic and military sectors has intensified and there have emerged new nontraditional threats at international level.

At national level as well, dramatic changes have taken place many new issues have arisen relating to refining capacity of government and administration, ensuring economic security, creating healthy and safe living condition of our citizens, and protecting the environment, traditions and customs.

Thus the President of Mongolia Ts.Elbegdorj issued a decree to renew the National Security Concepts of Mongolia. According to the Decree, a Working Group consisting of 61 people representing relevant government organizations and research institutes, scholars and senior government figures was established in November 2009. The Working Group developed the draft in eight months and submitted it to the Parliament of Mongolia.

In conjunction with the renewal of the National Security Concept of Mongolia, other important documents of security and foreign policy sectors shall be renewed. The drafts of the renewed Army Doctrine, Foreign Policy Concept, Law on National Security, and Law on National Security Council are being planned to be submitted to the Parliament in its fall session.
