The State Great Khural Assembly discussed the Ministers who requested to be dismissed from their positions on January 20. The request for dismissal comes after the Democratic Party (DP) decided to leave the Cooperative Government. The DP criticized the Cooperative Government, saying that they opposed it from the beginning. State Great Khural Member E. Bat-Uul said, “The dismissing of the Ministers violates the law. After the election of 2008, the MPP forcibly created the Cooperative Government, almost abducting DP members. In the past, the Constitutional Law has been ignored. According to the law, the majority or the party that got more seats in the election are responsible for selecting the Prime Minister and the legislative body is under the control of the minority. These principles are lost. Now the public is talking about Presidential Governance. I am not confident that the election of 2012 will go smoothly and the right to vote will be provided. The MPP must recreate the Government, when the six ministers are dismissed and the DP is departing.”
State Great Khural Members criticized the Cooperative Government. D.Enkhbat, “Despotism settles when politics is in a higher position than the law. Of course, we must arrange the non-standard Government, but legally. First, we need to agree that the Cooperative Government was non-standard and then discuss other issues. The Standing Committee could not make the decision about the six Ministers; they could only after MPP’s official decision.” Ch.Saikhanbileg, “There are lots of countries with majority and minority jointly created cooperative governments. But there wasn’t anyone, saying, ‘The minority is gone.’ Someone might not understand this, but the DP made their decision.” D.Lundeejantsan, “We created the Cooperative Government because the economic and political situation difficult. This Government was created legally. Everyone is saying that the Government was created illegally. The last decision about legal or illegal creation will be made by the Constitutional Court. S.Batbold was selected as Prime Minister and S.Bayar dismissed from his position. At that time, all the Ministers were dismissed and reselected. These Ministers from the DP could be appointed again.” N.Enkhbold, “I guess you forgot the situation after the election of 2008. Originally, it was better. It would have been good if we decided the Tavan Tolgoi issue, but it’s hard to decide it because the DP is departing.” 15 of 17 Members of the State Great Khural supported the request of the six Ministers and dismissal from their positions has been approved.
