Government cracks down on internet cafes and game centers

During the last cabinet meeting on Saturday, the Ordinance on the Regulation of Computer Game Centers was issued and the Minister of Justice, Kh.Temuujin, was instructed to implement the ordinance.
Currently, there are over 500 internet cafes and computer game centers in Ulaanbaatar. Minors and young people play computer games that feature extreme violence at the centers without any supervsion for days and nights.
It is typical for them to smoke and use alcoholic beverages, or visit obscene websites at the centers as well, which has caused many parents to voice concerns.
The ordinance will regulate the disorderly operations of the centers. Specifically, it will prevent children from getting involved in juvenile crimes and protect children’s rights by setting a benchmark for the operations of internet cafes and computer game centers by official registration and regular inspections.
As part of the ordinance, internet cafes and computer game centers that are commonly located next to each other in the same building, will be separated, and the operation of such entities on the ground floor or basements of apartments will be prohibited.
In addition, surveillance cameras will be installed inside and outside of the centers, records of at least 21 days of operation will be required, and they will be able to operate only until 8 p.m. during warm seasons and until 6 p.m. during cold seasons. The employees at the centers will be required to have basic education about information technology and must be above 20 years of age.
Furthermore, the centers will not provide services to children under the age of 12, or to people without identification cards or who are under the influence of alcohol.
