State Special Commission responds to foot-and-mouth outbreak

The second meeting of a working group of the State Special Commission took place on July 23, to discuss current measures against the outbreak of foot-and-mouth disease among livestock in Bayan-Ulgii Province and required funding solutions.

Chief of the State Veterinary and Breeding Agency, M.Galbadrakh, spoke about the outbreak in the province and said, “A total of 1,958,707 livestock in 13 soums of the province have been examined so far. Among them, 1,181 were diagnosed with the disease and 1,166 of them placed under quarantine.

At the disease focus of Sagsai soum, 21 dead cattle and one carcass from Ulaankhus soum were all disposed of under regulated sanitation measures. In total 98.9 percent of Bayan-Ulgii’s livestock prone to the disease have been vaccinated so far.”

Mongolian Deputy Minister and Chief of the State Special Commission (SSC), D.Terbishdagva, gave several orders and directions to members of the SSC in relation to the outbreak of foot-and-mouth disease.

The Minister of Factory and Agriculture and member of the SSC, Kh.Battulga, was ordered to supply required equipment, protective gear, and sanitation supplements designated to combat the disease to Bayan-Ulgii without delay, and review the required funds at the next regular Government Meeting.

Also, Secretary General of the SSC, M.Enkh-Amar, was directed to collect proposals from related ministries, draft a government resolution, present the current state of the outbreak, and obtain calculations for the required funds from professional organizations.

Colonel and Chief of the National Emergency Management Authority, T.Dulamdorj, was also ordered to expedite the quarantine and other measures being taken against the outbreak, as well as impose legal actions against officials who performed their duties poorly and failed to detect the disease and properly report it without delay.
