Long-awaited Amnesty Law amendment approved


An amendment to the Amnesty Law has been overwhelmingly approved with 91.2 percent of the vote during yesterday’s parliamentary session. The revised law came into force immediately after its approval.
Some 1,700 prisoners who’ve been awaiting adoption of the Amnesty Law, will be released from prison. The new legislation does not include bribery, embezzlement, illegal spending of public funds, and officio cases as eligible for state pardon, bringing closure to prolonged, argumentative debate in Parliament and amongst the public. The Amnesty Law permits amnesty in fraud and property offense cases.
During the meeting, Member of Parliament R.Gonchigdorj requested a closed vote, but Speaker of Parliament Z.Enkhbold stated that closed voting is only allowed for electing a Speaker of Parliament. “Closed voting will only raise suspicions,” Z.Enkhbold added.
MP Kh.Temuujin revealed the results of the vote concerning the pardon of illegally gained capital cases, which was proposed by the Standing Committee on Justice.
He said, “69 members participated in the voting and the majority opposed the pardon of illegally gained capital cases. In accordance with a proposal from the Standing Committee on Justice, a vote has been held for the last article in the Amnesty Law. Hence, crimes specified in Article 273 of the Amnesty Law will not be pardoned. Amnesty will not be shown to crimes besides those stated in Article 150.3.”
The Standing Committee on Justice appealed to pardon fraud and property offenses, as stated in Article 150.3, which the President of Mongolia had laid a veto on. MPs D.Ganbat and Ts.Nyamdorj opposed the vote, but the proposal was approved by the majority.
